ABK-WW stages protest dharna

PASIGHAT, July 8: An outpouring of anger was witnessed while hundreds ABK Women Wing (ABKWW) activists on Tuesday morning participated in a sit–in dharna in front of East Siang Deputy Commissioner’s office, Pasighat in protest against the shocking gang–rape of the fifteen years old minor girl of Takilalung village by three youths. Organized by the ABK (Women Wing), representatives from various organizations including the All East Siang Students’ Union, AdiSU, All Bogong Students Union, members of Arunachal Civil Society, East Siang ABK President Okom Yosung, ABK Secretary (HQ) Tabung Ering, teachers and students and people from all walks of life participated and strongly condemned the brutal act.

ABK-WW President Y Burang submitted a memorandum demanding not to grant bail to the accused persons. They also appealed the administration to book the absconding Angkit Tamuk within seven days and sought stringent punishment against all the three persons who were involved in the heinous crime. Directive to Govt officers

ITANAGAR, July 8: All the Government officers who have vehicle attached with them are directed to compulsory use the vehicle during the 36-hours bandh called by All Arunachal Pradesh Student’s Union (AAPSU) from 5 am of July 9 to 5 pm of July 10. In a circular, the Secretary Transport has said that any officer not using the vehicle attached to them will have the vehicle withdrawn from them. DIPR

 

Environment awareness campaign

ROING, July 8: Awareness Campaign on Environmental issues of North East with the theme “Education on Biodiversity” is being conducted by AMYAA, Roing based NGO under State Campa Project supported by the Lower Dibang Valley Forest Division Office, Roing.

Highlighting the objectives of the Awareness Campaign, R K Paul Chawang, Secretary AMYAA informed that “as all the natural resources are interlinked, disturbing one will affect the other. The spread of value-education can play an important role in bringing awareness about the burning environmental issues of the region”.

He dealt at length in some of the burning environmental issues of the region which of them are sustainable utilization of water resources, protection and production of forest resources, pollution hazards, land degradation i.e., reduction in the productive capacity of land and human-animal conflict.

As a part of its awareness campaign, essay and drawing competitions are being organized at various schools like Govt Secondary School at Meka, Middle School at Denlo and Ezengo. Apart from the literary activities, tree plantations are also being carried out.

Vanamahotsava celebration at Rupa

ITANAGAR, July 8: Principal Chief Conservator of Forest (PCCF) and head of the forest force Omkar Singh flagged off the Vana mahotsav celebration at Rupa today.

In his speech at the inaugural function at the office of the Divisional Forest Officer, Shergaon Forest Division, Rupa, DFO Millo Tasser highlighted about the significance of Vana mahotsav celebration. He urged everyone to participate in the celebration by not only planting trees but also involving themselves in other eco-friendly activities.

Everybody present on the occasion planted Amaltas (Cassia fistula) saplings around the DFO office to mark the beginning of the celebration. The timing of the celebration at Rupa was fixed keeping in view the phyto-geography and climatic condition of the region.

Former minister DK Thongdok, former ZPM chairperson RD Thongdok, ZPM Sange Tashi Thungon, TVC secretary TD Khrimey, PRI members of Rupa, staff of Shergaon Forest Division and other heads of the department attended the inaugural function.

This year, the Van Mahotsav will be undertaken by Shergaon Forest Division in collaboration with the Thupten Village Council (TVC) of Rupa, who will lead a massive plantation drive around all the available spaces in villages, community land, town, religious places and government structures.

During the month long celebration, school students and government departments will also be involved. Seedlings of local indigenous species will be provided by Shergaon Forest Division.

The theme for this year’s Vanamahotsav at Rupa is “gift a tree.” Every member of a family will plant a tree for each other. The idea is to increase green cover around the district for the betterment of floral bio diversity by increasing trees outside forests.

 

NERIST counseling rescheduled

ITANAGAR, July 8: Due to the 36 hours bandh call proposed by AAPSU on July 9 and 10, the NEE-I counseling cum admission process of selected, waitlisted and extended waitlisted candidates from Arunachal Pradesh state quota for Base Module has been rescheduled for 16 next. Accordingly NEE-II counseling cum admission process of selected, waitlisted and extended waitlisted candidates from other than Arunachal Pradesh state quota for Diploma and Degree Module has been rescheduled for July 11. Earlier, the counseling was fixed for July 9 and 10 respectively.

 

AAPSU appealed to withdraw bandh

ITANAGAR, July 8: The All Arunachal Pradesh Motor Transport Workers’ Union (AAPMTWU) has appealed AAPSU to withdraw its proposed 36 hours bandh call that is beginning from 5am of July 9.

In a release, while making the appeal on behalf of the drivers/handyman and mechanics, it asked AAPSU to negotiate with the state government for an amicable solution.

It further appealed the union to choose other means of democratic movement instead of resorting to bandh calls.

 

Efforts on to revive lost glory of IV school

AALO July 8: In order to revamp the Takom Kagi Inter Village School under Tirbin Circle a joint coordination meeting between West Siang District education department headed by DDSE Tomi Doke and public was held on July 5 last.

During the meeting, the house resolved to renovate the school and its hostel.  It has also decided to post two more teachers including a lady teacher; take up cleaning and repairing works of all teachers’ quarters on self-help basis.

It is worth mentioning that, the lone Takom Kagi Inter Village School under Tirbin Circle was established in 1988 during the tenure of former minister Late Todak Basar.

In the beginning, the school functioned smoothly with good enrollment, accommodation and other facilities as per the norms of  I.V. school. But as the days passed, the condition of the school deteriorated due to negligence of local teacher posted there and lack of initiative from PRI members. DIPRO    

 

APSSACEA seeks approval of regularization of SSA ministerial staff

ITANAGAR, July 8: The Arunachal Pradesh Sarva Shiksha Abhiyan Contractual Employees Association (APSSACEA) has sought approval of cabinet decision into regularization of ministerial staff serving under SSA on 50 percent priority basis under directorate of elementary education.

In its letter submitted to the education minister, it said that the 3 percent share of SSA (Civil and other intervention fund) used for obtaining the salary of the ministerial staff is being reduced every year threatening the existence of the post of the SSA ministerial staff.

 

PVYWA writes to PCCF

ITANAGAR, July 8: The Pakke Valley Youth Welfare Association (PVYWA) has alleged that numbers of foreign made automatic hand sewing machines are being used at Pakke-Kessang area since last one year.

In its letter submitted to the PCCF, GoAP, while expressing dissatisfaction that the circle officer did not take any action of its complaint lodged, it said that the timber and forest items from the area are being smuggled to Capital Complex through Sagalee road and at Seppa through Rilloh road because of the carelessness of the forest check gate in-charge.

It asked the PCCF to direct the in-charge of the concern forest check gate to strictly monitor and check timber and forest items.

 

CYO for reconsideration of tender process

ITANAGAR, July 8: The Capital Youth Organization (CYO) has requested for re-consideration of tender process of PDS under District Supply Officer, Papum Pare.

In its representation submitted to the food and civil supply minister, it said, in the said tender process there is gross violation of tender norms and regulation, on part of the executing agency.

As per the prescribed regulatory guideline, there must atleast 3 bidders for a tender process whereas in the recently concluded tender process of Papum Pare, there was only one bidder who participated in the tender process and the same was awarded to him which is complete violation of the norms, it wrote in the letter expressing suspicion.

 

Massive tree plantation drive at Mechuka

AALO July 8: A three days field inspection in Mechuka was carried  by the Divisional Forest Officer,  Nyali  Ete,  Assistant Conservator of Forest, Martha Ratan and other Forest Officials of the Along Forest Division from on July 5-7 last.

During the tour, the DFO inaugurated a massive tree plantation drive at Mechuka town. This massive Avenue Plantation is an endeavor towards maintaining the natural greenery and serene beauty of the emerging tourist hub of Arunachal Pradesh.

The team also visited the fuel wood plantation of about 25 hectares at Karte area near Mechuka. The Forest Officials and local people planted different pine tree species like Blue Pine, Chir Pine and Khasi Pine. DIPRO

7 new trains announced for NE

Naharlagun-New Delhi weekly Express in current fiscal

Railway Budget 2014

NEW DELHI, July 8: It's good news for northeast India in this Rail Budget as government on Tuesday proposed seven new trains besides earmarking Rs 5,116 crore for various projects in the region.

Railway minister DV Sadananda Gowda announced a premium train — Kamakhya-Bengaluru Premium Express — and an AC weekly express train between Naharlagun-New Delhi will be introduced in the current fiscal.

Kamakhya station is within Guwahati city while Naharlagun is 12km away from Arunachal Pradesh capital Itanagar. Two daily intercity express trains — Guwahati-Naharlagun and Guwahati-Murkongselek--will be introduced during 2014-15, Gowda announced while presenting the Railway Budget in Parliament.

Kamakhya will also be connected with Katra in Jammu & Kashmir with a weekly express train. Two passenger trains have also been offered for the northeastern region. They are Guwahati-Mendipathar passenger (daily) and Rangapara North-Rangiya passenger (daily). The railway minister said there are 23 projects underway in the northeast, of which 11 are national projects.

In 2014-15, an outlay of Rs 5,116 crore is earmarked for projects of northeast and this is a 54 per cent jump over allocations in the previous year.

"With higher allocations and by close monitoring of works in this region, I hope that Dudhnoi-Mendipathar new line, Lumding-Badarpur-Silchar gauge conversion, Harmuti-Murkongselek and Balipara-Bhalukpong sections will soon get commissioned. These measures will also give a boost to the state capital connecting projects in the region," he said.

Govt may set up Railway University

With an aim of providing railway-oriented education, the government is considering setting up of a Railway University for both technical and non technical subjects. The railway minister also spoke about the plans for skill development of the staff while presenting the Rail Budget for 2014-15 in the Lok Sabha.

"I am contemplating setting up of a Railway University for both technical and non technical subjects," Gowda said.

He said the railways could tie up with technical institutions for introducing railway-oriented subject for graduation and skill development. In the meantime, staff at the ground level will be sent for short duration courses of technical and non technical nature, involving locally available technical institutions. The exposure for specialized areas like high-speed, heavy haul operations etc will be undertaken for all level of staff and officers at appropriate institutes in India and abroad, he said. Gowda also spoke about plans to harness solar energy by utilising roof top spaces of Railway stations, Railway buildings and land through the PPP model.

He added that Indian Railways will start using Bio-Diesel up to 5 percent of total fuel consumption in diesel locomotives. "This will save precious foreign exchange substantially," Gowda said. PTI

 

 

Nothing goes waste: Apang

‘Waste paper recycling system’ introduced in Arunachal

ITANAGAR, July 8: Former Chief Minister and founder Chairman of Donyi Polo Mission (DPM) Gegong Apang switched on the Waste Paper Recycling System at Donyi Polo Mission School for the Hearing & Visually Impaired, Chimpu near here yesterday.

The project, first of its kind in the state, has been mainly established for training and rehabilitation of hearing impaired and low vision children of the school. The project has been fully financed by Audrey Apang, CEO and Editor of “The Arunachal Times” in commemoration of the daily’s  25 years in 2013.

Apang thanked the Editor of the daily for her noble thought to provide such a project for the benefit of the differently abled children which will help them develop their skills and bring them into the mainstream thus fulfilling the main motto of the institution.  He appealed to the different organizations, Govt. departments to procure the hand crafted paper produced at the project in near future to encourage the morale and ability of the differently abled children.

Apang said that nothing goes waste in this universe. The most important thing is our intention should be on positive side to achieve welfare services, he said. Having the same intention to do so, Apang said, he took up the cause for the establishment of DPM School for the Hearing Impaired children during 1990 and DPM School for the Visually Impaired children during 2008. Now the differently abled children are getting right education, training and proper rehabilitation at the centre.

Karan Kumar Diwakar, the technician, who arrived here from Green Technologies, Kanpur to impart training, stated that the technology has potential to generate employment with high margin as well as eco- friendly product to cater the current needs. The system uses all sorts of waste materials, like waste paper, waste cotton, waste jute, waste wool, banana, sun hemp fibre and cellulosic agricultural residue, he said.

Diwakar provided a fact that recycling one tone of paper can save 17 trees, 7000 gallons of water, 2 barrels of oil and 4100 kilowatt-hours of electricity which go in the production of the same. He stated that these saved 17 trees can absorb 250 tons of carbon dioxide from atmosphere. The maximum percentage of waste paper is used for landfill, and if it is recycled it can help in saving thousands of trees besides energy conservation. The unit is completely eco-friendly and sustainable and produces no air, water pollutants as it relies on the simple mechanical process of waste recycling, debarking, pulping, sheet formation and natural drying, he informed.

Principal H. Sharma wished all the success for the project and informed that the unit will shortly install screen printing system and sought co-operation from all.

All sorts of papers like bond paper, card sheet, drawing paper, certificate paper, file paper, noble paper can be produced under this system.

 

 

Rain creates havoc in Seppa

ITANAGAR, July 8: Rains created havoc at Seppa town causing widespread damages to public and private properties.

The most affected areas are Pagyawelly Colony, Bebo colony, Model Village, Upper Boso and Tagungsaw Colony, New Seppa.

According to information by All Seppa Colony Welfare and Development Committee (ASCWDC), heavy rain has either damaged or washed away at least 15 dwelling houses and two piggeries in different colonies of the township last night. It damaged the main water supply pipelines causing scarcity of drinking water in Seppa town. The electric poles of Ty-I and Model village also fell down causing total disruption in power supply, ASCWDC informed.

Few livestock (pig) were also drowned in rain water, it informed.

Further, colony roads of Model village, Tagungsaw (New Seppa), Boso colony, shortcut to medical were also badly damaged by rain water.

Heavy rains also caused flooding in Pacha River posing great threat to the under-construction bridge. However, the engineers of Gammon India Pvt Ltd., the construction company and PWD, Seppa division have ruled out any threat to the under-construction bridge saying that the foundation of the bridge has been laid very strongly, ASCWDC informed. Earlier, a joint team comprising members from ASCWDC led by its legal advisor Chandra Sono Yangfo and Ashok Rebe from Kameng FX Channel visited all the affected areas to take stock of the situation and assess the damages caused by rains.

Meanwhile, ASCWDC appealed to the state government, the concern local MLA, the Deputy Commissioner to take necessary action to normalize the disastrous situation.

 

 

CM advocates concerted efforts in flagship prog implementation

ITANAGAR, July 8: Chief Minister Nabam Tuki exhorted the rural development (RD) and panchayati raj (PR) departments to integrate all its programmes for the targeted rural populace to derive maximum benefits.

Beginning his series of week-long pre-budget review-cum-consultation meetings with departments in the conference hall of his official bungalow here on Monday, the CM advocated concerted efforts in implementing various flagship programmes like MGNREGA, Indira Awas Yojana (IAY), integrated watershed management programme (IWMP) transparently with the active involvement of the masses for uplifting the life of the rural poor.  He insisted that the work proposals should be approved by the gram sabhas but labour-oriented, income-generating agri/horti/irrigation activities be given priority while the DRDAs, BDOs and panchayats should converge to ensure the MGNREGA funds are judiciously spent.

He directed the BDOs for timely uploading of MIS and timely submission of utilization certificate for obtaining maximum funds from the GoI and advised the department to introduce the system of disbursement of wages through banks in other districts by tying up with banks including State Cooperative Apex Bank.

While reviewing the IAY scheme, he asked to help the beneficiaries to construct permanent and user-friendly house to make a visible impact under the rural housing sector. He advised professional approach in IWMP involving the local populace besides reconstituting the local management committee to achieve its objectives.

Describing the Rural Livelihood Mission very relevant for skill development, capacity building, micro finance, self employment programmes in horticulture, animal husbandry, dairy, pisiculture and handicrafts sectors for women self help groups, the CM suggested to make its best use.

Pointing out that the PR department mandated to form the three-tier PRIs, strengthen them besides implementing the backward region grant fund in Upper Subansiri district, Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) fund and nodal agency for receiving grants for the local bodies under 13th Finance Commission (TFC), the CM said 2014 was historic with devolution of functions, finance and functionaries to the local bodies. He disclosed that 591 computer-cum-accounts assistant for gram panchayats and 177 technical assistants for anchal samities were appointed under the RGPSA during the fiscal beside more proposal sent to the ministry.

While directing the SIRD director to conduct more training for district officers and elected PRI members periodically, the CM desired to set up training centre in all districts to strengthen the PRIs.

Informing that Rs 57.48 crore was received under TFC against allocated Rs 171 crore, he directed the panchayat and finance secretaries to pursue the ministry for early release of balance fund. He also asked the department to comply with eight specified conditions for receiving performance grant under the TFC.

On the district planning committees, the CM directed to take corrective measures for effective implementation of decision taken and called for proactive role of the DCs in mentoring and nurturing to make the grass root level democratic institutions serve their purpose.

Principal Advisor to Chief Minister Kameng Dolo, Parliamentary Secretary RD/PR Punji Mara, and Secretary RD & PR B R Babu were also present along with other officers of the department.

Power crisis in East Siang as Rina hydel shut down

RUKSN, July 8: Pasighat town and parts of Nari-Koyu and Pasighat West are hit by severe power shortage yet again due to sudden halt of power supply from Rina hydel, which has been completely shut down since July 3 last.

According to information, power generation at 2 MW Rina hydel has come to halt after two turbines were damaged. Officials say that power generation is impossible until the machines are replaced and re-installed.

Sudden halt of power supply through Rina hydro project has created great inconvenience for many villages in the district as the power department is unable to mitigate the power demand due to inadequate power allocation through its Along-Pasighat power grid line.

The hydro project was under threat for long but despite of repeated appeals made by the local people, the Hydropower department, pretending paucity of fund had not granted any fund for the work.

ZPM of the area Takir Kakki said that Power Minister and MLAs concerned were informed of the problems of the Hydro project and he had requested them to initiate early anti-erosion measure to save Rina hydel from the grip of erosion.

ITANAGAR, July 8: Jenny Pinggam, Miti Bomjen and Tessa Debia were declared first, second and third in Cosplay Con-II 2014 organized by Verve Entertainment Itanagar in Association with Northeast Anime Junkies here recently, the result of which was declared yesterday.

"Costume play or Cosplay in short is a hobby in which participants wear costumes and fashion accessories to represent a specific character or idea that is usually identified with a unique name. Cosplayers often interact to create a subculture centered on role play. A broader use of the term cosplay applies to any costume role play in venues apart from the stage, regardless of the cultural context.

Favorite sources include manga, anime, comic books, video games, and films. Any entity from the real or virtual world that lends itself to dramatic interpretation may be taken up as a subject.

Inanimate objects are given anthropomorphic forms and it is not unusual to see genders switched, with women playing male roles and vice versa. There is also a subset of cosplay culture centered on sex appeal, with cosplayers specifically choosing characters that are known for their attractiveness and/or revealing costumes.

The Internet has enabled many cosplayers to create social networks and websites centered on cosplay activities, while forums allow cosplayers to share stories, photographs, news, and general information. The rapid growth in the number of people cosplaying as a hobby since 1990 has made the phenomenon a significant aspect of popular culture.

This is particularly the case in Asia, where cosplay influences Japanese street fashion.

 

 

65th Vanamahotsava at Roing & Yingkiong

ROING, July 8: The 65th Vanamahotsava was observed at Lower Dibang Valley district from July 1-7 under the banner of Dibang Forest Division, Roing.

Meanwhile, DFO (T) Mori Riba, informed that during the week-long Vanmohatsava observation, planting of forest plant in Recreational Parks, Educational Institutions and Hospitals/Health Centres were carried out besides free distribution of forest seedlings.

It was informed that 250 numbers of seedlings were planted in the campus of Vivekananda Kendra Vidyalaya, Roing and 150 numbers of seedlings in New Colony Forest Park by the forest staff of Beat Office, Range Office & Division Office, Roing.

The Teaching Staff & Students of VKV Roing also planted 300  numbers of seedlings on the occasion, besides distribution of seedlings for planting at Hospitals and CHCs.

The Environment and Forest Department, Upper Siang district in collaboration with Government Higher Secondary School, Yingkiong observed the 65th Vanamahotsava cum environment awareness campaign today at the school’s premise.

Deputy Commissioner Dr Tariq Thomas and CCF A K Biswal,  along with a number of officers, PRI members and teaching staff of GHHS planted a number of ornamental, medicinal and shady plants at the surrounding areas of the school playground and in the school premise.

Later, CCF AK Biswal conducted a power point presentation displaying funny talking animals and birds and explained how these animals, birds and human beings need plant and trees for oxygen and for ecological balance.

The CCF while interacting with the students and teachers appealed them to plant more trees. He also called upon the local people to reduce the number of killing of wild life and deforestation activities and asked the department, officers, PRI members, NGOs to conduct awareness campaign against animal killings and reckless cutting of trees.

The E&F department will continue the programme during the whole month of July in different places and areas of the district. DIPROs

 

 

Apne  Library celebrates Annual Day

ITANAGAR, July 8: Creative performances and the emergence of new faces among activists spread joy among the parents and audience as APNE Library celebrated its 8th Annual Day at Wakro Saturday last.

Congratulating the activists for putting up an original and expressive performance of story-telling, poetry recitation and skit, SP Suresh, Director, Sampoorna Kendra Vidyalaya, Dibrugarh, a leading school in upper Assam, lauded Youth library movement for helping mould a new generation.

 “In spite of being in a remote corner your winning national and international attention is an encouraging trend setter for even other developed towns,” he said.

“By a unique nurturing of the readers’ talents, the library movement has expanded beyond just reading and much deep into their lives. It is indeed nation building,” Suresh complemented.

Comparing the library activists to honeybees, Sanjay Pawar, agriculture expert, Sri Sri Institute of Agricultural Sciences & Technology, Bangalore, said the young library activists have been carrying around to the remote villages the joy of reading to strengthen the learning processes of young children in a unique, pleasing way. He hoped many more youth all over Arunachal would draw

The guests presented the Annual Library Awards to the over 45 activists and volunteers for their spirited contribution to the library movement.

Bathem Marai and Rohini Kri, both Class X students of Govt Sec School, Wakro and volunteer Vijay Kr Limbu, teacher, Apna Vidya Bhavan,Wakro won loud applause for their dedicated efforts to keep APNE Library running all year round. Audience also cheered Besunlu Mepong and Diyenlu Minin, GSS Wakro & KGBV for winning the Mishmi Language Promotion Award for their consistent contribution in skits and story-telling.

The Dedicated Library Reader-Activist awards were given to Priya Ngi (KGBV, now in Allahabad) and Kishalu Kri.

Highlight of the evening was the fun-filled activities by several new activists. Little Naseeblu Minin, a class IV student of Apna Vidya Bhavan warmed all hearts by her effortless story narration, while new entrant Sosi Dellang, a class 8 student of KGBV, Wakro thrilled everyone with an impeccable display of emotions in book-reading.

Asuni Khamblai and Laxmi Ngadong, both class 8 students of KGBV, Wakro once again demonstrated their wide-ranging reading and voice-modulation skills through a poem recitation and story reading.

The poem “Aalu Pakka” presented by Sosi and team set the children roaring, while the Apna Vidya Bhavan choir added melodies. Most delightful to the parents who had gathered, however, was the Mishmi skit “Kaaniaya” (the opium-addict), which focused on a series of crises Wakro society has been facing.

Earlier, outlining the development of the Lohit youth libraries over the last 7 years, the Coordinator pointed out the Library Movement truly a ‘People’s Library’ as it kept up a variety of activities only by the efforts of committed volunteers, patronage of the district administration and the generous contributions from several individuals within India and abroad.

 

 

Sex education the need of the hour !

There is no denying that the crime rate in our state has increased over the past few years and reports of criminal activities have become a regular feature in the daily newspapers. While we are bound to entrust our concern for our personal protection and security of our community as a whole to the law enforcers of the state, when it comes to issues related to the safety of our children, physical protection is just not simply enough.

Sex education for the children has hardly ever been properly emphasized upon as an important and necessary topic for consideration or even discussion in our conventional society despite the increasing reports of atrocious crimes such as rape and molestation of minors occurring within the state.  

Although the topic itself may raise many eye brows and could be looked through the wrong end of the actual perspective, sex education encompasses more than the sound of a particular word and what one might perceive it to be, it deals with the information about the overall physical,  emotional and psychological development of a child enabling them to understand their body, its functioning and more importantly to recognize any negative threats to it without having to losing their innocence.

While it is not the most comfortable topic for discussion about with those of innocent mind but living in a treacherous world as we do today, is it simply enough to advice our children to not to talk to or receive sweets from strangers or wouldn’t it be better to adopt more constructive preventive measures to at least make them understand the difference between a good and the bad touch and what to do and whom to talk to if such things happen to them?  

The world that we live in has moved far past the age of the innocence. Recent studies conducted show that children today learn about sex and topics related to it from television and internet at a much younger age and way before biology is offered as a subject in their class. However, knowing the reproductive system of human body is only half the knowledge and the information received from the media may not necessarily always serve as a beneficial factor, therefore it becomes even more imperative to provide them with proper guidance. In many cases involving rape and molestation of minors, the victims are not even aware of the wrong happening to them and consequently suffer psychological struggle and stress on realization at later age and by the time it’s too late for any justice to be attained.

Even as the state government offers monetary assistance as per/under the Arunachal Pradesh Victim Compensation Scheme 2011, there are no services provided for psychological counselling and rehabilitation for the victims especially in cases involving minors.

The various incidents related to sexual offence against minors reported by the media within the current year itself has revealed the unfortunate and ugly truth that our future generation now hangs about in and it is such instances where a number of students of the same hostel are sexually abused by their custodian, a young boy committing suicide over an attempt of molestation , a 15 years old kidnapped and gang raped  over a period of three days and various such other reports that makes one questions the extent of the responsibilities that we as parents as peers or as the more informed elders take to guide and aware the younger generations about  issues related to sex. Communication disrupted along MMJ road

RUKSIN, July 8: Incessant rain in East Siang district for the last three days has created havoc at different places damaging road, fish-ponds besides inundating several hectares of paddy fields in low lying areas. Heavy shower has caused water clogging in several places, creating road communication problems at different places.

Surging water of Sille River eroded the approach road of the Bailey bridge between Niglok and Mikong villages last night and snapped communication along Mirem-Mikong-Jonai (MMJ) road. Overflowing water of the river eroded the right abutment of the bridge and washed away the bundh and boulder spars at its upstream. A vehicle was fell into river when it was crossing the bridge today morning.

Pasighat West MLA Tatung Jamoh accompanied by East Siang Deputy Commissioner in-charge Allen Pertin, DDMO Gendem Tsomu and Zilla Parishad Chairman Kaling Dai today visited the erosion hit site at Niglok and took stock of the situation. The MLA requested the district administration for initiating step for early restoration of the damaged portion. He also instructed the PWD to construct a temporary log bridge for movement of light vehicle along the road.

The villagers of Niglok today constructed a temporary bamboo foot bridge. Though road communication has been partially restored, the road is still under threat of erosion.

It may be recalled that the same portion of the road was breached in September, 2012 resulting in complete disruption in surface communication along the route. The breached portion was repaired with flood relief fund. But, there is allegation that the protection bundh was not built properly leading to repeated breaches.

Niglok Gaon Burah Rokom Siram alleged that the contractor did not execute the renovation work as per the approved estimate to swindle money which resulted in poor quality work.

The local villagers have requested the MLA to manage some funds from any head to tackle the situation.

On the other hand, heavy rain in upper reaches is supplying plenty of water to various rivers and streams within Mebo Sub-division. Surging water of Kadang river between Ayeng and Ngopok is also posing threat to the log bridge along Mebo-Dhola PWD road.

Due to heavy rains since the last four days, Koyu-Korang-Bilat road has also been extensively damaged at several portions.

Tannor Pago, ASM Korang has called on the PWD authorities to initiate work to open the PWD road at the earliest since it is the only link road.  He said that many patients are being stranded in remote Ramle Banggo area because of road blocks.

 

 

K K Zilla Parishad  takes up many important issues, adopts resolutions

ITANAGAR, July 8: There will be no transfer of school teachers from Kurung Kumey district without prior consultation with PR members, and if there is any recent case of transfer order then it should be revoked immediately, it was resolved in the third meeting of the Kurung Kumey Zilla Parishad at Koloriang on July 5.

The meeting presided over by Zilla Chairperson Sangha Tagik resolved that all BRCC and CRCC under education department should teach the students for the welfare of the student community and seniority should be maintained in appointment of Headmaster (HM) and HM in-charge.

All files relating to implementation of schemes and projects by various departments on the allotted 25 subjects to Panchayat Raj Institution should be routed through DPDO on approval of the ZPC, the meeting further resolved.

Other resolutions included early implementation of Jan Suvidha and Sarthi Vahan, to create one Village Reserve Forest (VRF) in every Zilla segment and one Wildlife Sanctuary in the district.

All HoDs presented status reports of schemes implemented during the financial year 2013-2014 and also presented AAPs for current financial year 2014-2015.

Addressing the meeting, EAC and Deputy Commissioner (i/c) Cheechung Chukhu suggested for development of water based projects in Kurung Kumey district for employment generation and development of the district as a whole. He stressed the need for identification of potentials for income and employment generating industries to stem the migration of people from border areas by creating opportunity in local areas. He advocated for hydro projects and also stressed the need to encourage forest coverage areas.

On the issue of absenteeism by many government officials and teachers from their posting places, he stated that mechanism is already there to check such malpractices. He stated that every case of absenteeism should be informed to the DC for necessary action. He pointed out the need for cooperation from everybody for all round development.

He also urged the ZPMs and other PR members to bridge the gap between village folks and govt. offices.

In his speech, ZPC Tagik sought cooperation from all HoDs and PR members for all round development of the district. He requested the Head of Offices to provide any guidelines, policies and programmes issued by the departments to the elected Panchayat members for effective functioning and responsible discharge of designated duties from both sides.

He stated that politics should not be mixed with education and sought cooperation from all officials and PRI members to change the prevailing impression and work culture in the district.

He requested the govt. officials to take personal interest in improving the facilities of their own offices and department. He proposed for installation of CC cameras in the offices of all departments.

Kurung Kumey DMO advocated for recommendation of NGOs for running PHC, CHC etc. for providing efficient service while UD&H Deputy Director stressed the need for construction of common toilet for use by men and women in district headquarters Koloriang.

The matter of introducing Tata Sumo services by APSTS in Kurung Kumey for convenience of public was also raised in the meeting.  

The meeting was attended by All ZPMs, Anchal Chairpersons and Head of Departments.

Tough days ahead for railway in Arunachal

It's good news for northeast India in this Rail Budget as union government on Tuesday proposed seven new trains besides earmarking Rs 5,116 crore for various projects in the region. Railway minister DV Sadananda Gowda announced a premium train — Kamakhya-Bengaluru Premium Express — and an AC weekly express train between Naharlagun-New Delhi will be introduced in the current fiscal.  Two daily intercity express trains — Guwahati-Naharlagun and Guwahati-Murkongselek--will be introduced during 2014-15, Gowda announced while presenting the Railway Budget in Parliament.

The announcement of weekly express train to run between Naharlagun-New Delhi is positive one. People of Arunachal has been demanding introduction of long distance train service. Large numbers of Arunachalee students are studying at Delhi and this train service will be boon for them. Similarly Guwahati-Naharlagun inter-city service is another announcement which will be welcomed by the people of Arunachal. However, railway authorities in coordination with government of Arunachal should find out mechanism to ensure proper implementation of ILP system. When the train service initially started, people of Arunachal bitterly opposed leading to its halt.  Fear of unabated migration from other parts of country as a result in failure in the implementation of ILP system lead to the opposition of railways. If proper solution is not evolved, Indian railway may find it extremely hard to resume the train service in the state.

Creating new football histories

Dear Editor,

No kudos is enough for the Costa Rican team for its brilliant performance in the World Cup. Firstly, it had entered the round of 16 after 24 years; that too by vanquishing two former World Champions, namely Uruguay and Italy, comprehensively. Next it had played a goal-less draw against another former champion England and emerged on the summit of the group. The pre-quarter final witnessed their triumph over former Euro champion Greece. Though they got eliminated from the tournament at the quarter final stage,  their fight against the traditionally strong Netherlands till the very last moments of the match will remain permanently etched in the memories of all football lovers throughout the globe.

The brilliant performances of Bryan Ruiz, Joel Campbell, Oscar Duarte, Marco Urena and Junior Diaz, to name a few have simply delighted all, irrespective of nationalities. Not to forget the contribution of the master tactician in the manager Jorge Pinto.

Costa Rica's achievement is necessarily a very good advertisement for international football scenario which shows that success is not the sole monopoly of a few selected countries only and that a new football power is slowly but steadily emerging from Central America.

It is hoped that Costa Rica will carry on the good work by reaching newer heights in future international tournaments as well. If the Costa Ricans continue to do justice to their immense talent and potential, they will definitely rule international soccer for many years to come. Costa Rica team is indeed in the safe hands of this bunch of brave hearts who are sure to create new histories in the game of football.

Putting a brake on wheels of development

Dear Editor,

In an age where communication and speed of it decides the success or failure of any endeavour, it seems our State is only going against this philosophy.  The 36 hours bandh call made by the "apex" Student body, is not only regressive in nature but also an insult to the aspirations of Arunachali especially of the younger generation which has so many aspirations and dreams.

Frankly, the strike is not only illegal but also archaic in its approach. Gone are the days of strike, public disobedience blackmailing etc. People have become cynical, and rightly so, of strikes that only put brakes on the wheels of the economy but also gives opportunities to lazy babus/bureaucrats to have a lay off and students the unofficial holidays. Ironically the Student bodies are demanding explanation on economic/financial health of the State where else it is only their repeated strikes/bandhs that has put our economy in peril.

The alleged manhandling of the “leader” of the organisation is highly condemnable and justice should be delivered to the deserving individual. But that does not mean that the law should be taken into own hands and allow vengeance to prevail over wisdom and sensibility.  If the State fails to deliver justice should the general public be made the scapegoat?

Strikes and bandhs only repulses investment from outside who see so much of opportunities in Arunachal but is reluctant due to law and order issues and culture of bandhs/strikes and white collar extortion.

The current trend only reminds of West Bengal under the Communist party that crippled the State for decades. Thus, it only denies the public of what it truly deserves.

The "Union/s" should have rather garnered people's empathy and support and above all confidence to square the Government on issues of real concern. By not doing so it is only witnessing unison of opposition voices and cynicism from the general public. This is also known to them but unfortunately egos of some individual is devouring rationality and taking people for a ride.  

A more effective and democratic and public friendly approach is solicited.

Give them one time relaxation

Dear Editor,

I would like to put my opinion towards one of the recent Govt order/notification where it has fixed the minimum education qualification of Graduation for considering appointment to Group - B and Group - A Posts / services either by direct recruitment or on promotion by discontinuing relaxation of minimum educational qualification prescribed for a post and to carry out amendments in the relevant services/recruitment rules.

I appreciate good policy decision of the Government to put graduate / bachelor degree as minimum education qualification for appointment in the Govt department according to the changing society.

But there are many in-service Govt employees who are matriculate or intermediate and diploma holders. They were appointed according to then required educational qualification. Most of the in-service Govt employees have rendered more than two-three decades of service. There are many who are near to get their promotions and there are many who are on the verge of retirement according to existing recruitment rules in many of the Govt department.

There are many under qualified persons who are not graduates but have the ability to perform in higher posts efficiently.

Hence, considering their experiences, sincerity, hard work, seniority, merit, fitness, in the long run the Group - C employees with minimum qualification were given promotion to higher post in Group - B and Group - A.

In the order, it is clear that those in-service under graduate Group - C, Group - B, Group - A employees will not get further promotion. The said order directly demoralizes the sincerity and efficiency of the in-service employee. Their long period of hard work and practical experience gained are blocked and their career seems to be looted in name of qualification.

Now the present Govt, all of a sudden imposes graduate as the minimum educational qualification to those under graduate in-service Govt employee for further promotion is a deprivation and matter of serious concern.

Therefore, I would like to put my opinion that if the present Govt finds that under qualified person are unfit, inefficient with no output then it is responsibility of Govt to take some other welfare measures not affecting its own employees.

Lastly, I appeal our Chief Minister of Arunachal Pradesh to review the said order. If at all the Govt is adamant then please give them a onetime relaxation and a stipulated time frame so that those under qualified in- service govt employee get their graduation and also suggest that a Night College may be reopened as it existed earlier.

Discrimination based on religion

Dear Editor,

Being a citizen of Arunachal Pradesh it’s been very awful to see the admission procedure of Don Bosco College, Itanagar.

We are well aware that it’s a Christian college but why there is so much of discrimination of Christian themselves?  It is a shameful act that college authority gives admission to students and provides hostel facility based on religious affiliations.

Being a Christian myself, I felt ashamed after visiting the college for my brother’s admission. First they wanted to know the religion of the student and later asked us to show the Catholic baptism certificate.

Preference is given to those students with catholic background. Now my question is what’s the difference between different Christian denominations? Don’t they worship the same God?

What is the need of partiality and discrimination of poor and innocent students in the name of religion? Admission should be given based on performance not on religious affiliation.

We know that our country is vast and diverse with many religions and cultures. We have seen honour killing, mob killing in the name of religion in other parts of the country. We are lucky that our part of the country is like heaven where there are no discriminations based on religion.

 But after facing the favouritism based on religious affiliations in well recognized institute Don Bosco College Itanagar I feel like it’s going to spread in our place also. I don’t have any more words to say. I just want to share my sadness with all fellow Arunachalees.
