During the month long celebration, school students and government departments will also be involved. Seedlings of local indigenous species will be provided by Shergaon Forest Division.
The theme for this year’s Vanamahotsav at Rupa is “gift a tree.” Every member of a family will plant a tree for each other. The idea is to increase green cover around the district for the betterment of floral bio diversity by increasing trees outside forests.

ITANAGAR, July 8: The All Arunachal Pradesh Motor Transport Workers’ Union (AAPMTWU) has appealed AAPSU to withdraw its proposed 36 hours bandh call that is beginning from 5am of July 9.
In a release, while making the appeal on behalf of the drivers/handyman and mechanics, it asked AAPSU to negotiate with the state government for an amicable solution.
It further appealed the union to choose other means of democratic movement instead of resorting to bandh calls.

APSSACEA seeks approval of regularization of SSA ministerial staff

ITANAGAR, July 8: Former Chief Minister and founder Chairman of Donyi Polo Mission (DPM) Gegong Apang switched on the Waste Paper Recycling System at Donyi Polo Mission School for the Hearing & Visually Impaired, Chimpu near here yesterday.
The project, first of its kind in the state, has been mainly established for training and rehabilitation of hearing impaired and low vision children of the school. The project has been fully financed by Audrey Apang, CEO and Editor of “The Arunachal Times” in commemoration of the daily’s 25 years in 2013.
Apang thanked the Editor of the daily for her noble thought to provide such a project for the benefit of the differently abled children which will help them develop their skills and bring them into the mainstream thus fulfilling the main motto of the institution. He appealed to the different organizations, Govt. departments to procure the hand crafted paper produced at the project in near future to encourage the morale and ability of the differently abled children.

Sex education the need of the hour !

There is no denying that the crime rate in our state has increased over the past few years and reports of criminal activities have become a regular feature in the daily newspapers. While we are bound to entrust our concern for our personal protection and security of our community as a whole to the law enforcers of the state, when it comes to issues related to the safety of our children, physical protection is just not simply enough.
Sex education for the children has hardly ever been properly emphasized upon as an important and necessary topic for consideration or even discussion in our conventional society despite the increasing reports of atrocious crimes such as rape and molestation of minors occurring within the state.
Although the topic itself may raise many eye brows and could be looked through the wrong end of the actual perspective, sex education encompasses more than the sound of a particular word and what one might perceive it to be, it deals with the information about the overall physical, emotional and psychological development of a child enabling them to understand their body, its functioning and more importantly to recognize any negative threats to it without having to losing their innocence.
While it is not the most comfortable topic for discussion about with those of innocent mind but living in a treacherous world as we do today, is it simply enough to advice our children to not to talk to or receive sweets from strangers or wouldn’t it be better to adopt more constructive preventive measures to at least make them understand the difference between a good and the bad touch and what to do and whom to talk to if such things happen to them?
The world that we live in has moved far past the age of the innocence. Recent studies conducted show that children today learn about sex and topics related to it from television and internet at a much younger age and way before biology is offered as a subject in their class. However, knowing the reproductive system of human body is only half the knowledge and the information received from the media may not necessarily always serve as a beneficial factor, therefore it becomes even more imperative to provide them with proper guidance. In many cases involving rape and molestation of minors, the victims are not even aware of the wrong happening to them and consequently suffer psychological struggle and stress on realization at later age and by the time it’s too late for any justice to be attained.
Even as the state government offers monetary assistance as per/under the Arunachal Pradesh Victim Compensation Scheme 2011, there are no services provided for psychological counselling and rehabilitation for the victims especially in cases involving minors.
The various incidents related to sexual offence against minors reported by the media within the current year itself has revealed the unfortunate and ugly truth that our future generation now hangs about in and it is such instances where a number of students of the same hostel are sexually abused by their custodian, a young boy committing suicide over an attempt of molestation , a 15 years old kidnapped and gang raped over a period of three days and various such other reports that makes one questions the extent of the responsibilities that we as parents as peers or as the more informed elders take to guide and aware the younger generations about issues related to sex. The breached portion was repaired with flood relief fund. But, there is allegation that the protection bundh was not built properly leading to repeated breaches.

Other resolutions included early implementation of Jan Suvidha and Sarthi Vahan, to create one Village Reserve Forest (VRF) in every Zilla segment and one Wildlife Sanctuary in the district.

Addressing the meeting, EAC and Deputy Commissioner (i/c) Cheechung Chukhu suggested for development of water based projects in Kurung Kumey district for employment generation and development of the district as a whole. He stressed the need for identification of potentials for income and employment generating industries to stem the migration of people from border areas by creating opportunity in local areas. He advocated for hydro projects and also stressed the need to encourage forest coverage areas.
On the issue of absenteeism by many government officials and teachers from their posting places, he stated that mechanism is already there to check such malpractices. He stated that every case of absenteeism should be informed to the DC for necessary action. He pointed out the need for cooperation from everybody for all round development.
He also urged the ZPMs and other PR members to bridge the gap between village folks and govt. offices.
In his speech, ZPC Tagik sought cooperation from all HoDs and PR members for all round development of the district. He requested the Head of Offices to provide any guidelines, policies and programmes issued by the departments to the elected Panchayat members for effective functioning and responsible discharge of designated duties from both sides.
He stated that politics should not be mixed with education and sought cooperation from all officials and PRI members to change the prevailing impression and work culture in the district.
He requested the govt. officials to take personal interest in improving the facilities of their own offices and department. He proposed for installation of CC cameras in the offices of all departments.
Kurung Kumey DMO advocated for recommendation of NGOs for running PHC, CHC etc. for providing efficient service while UD&H Deputy Director stressed the need for construction of common toilet for use by men and women in district headquarters Koloriang.
The matter of introducing Tata Sumo services by APSTS in Kurung Kumey for convenience of public was also raised in the meeting.

Creating new football histories
Dear Editor,
No kudos is enough for the Costa Rican team for its brilliant performance in the
World Cup. Firstly, it had entered the round of 16 after 24 years; that too by vanquishing
two former World Champions, namely Uruguay and Italy, comprehensively. Next it had
played a goal-
The brilliant performances of Bryan Ruiz, Joel Campbell, Oscar Duarte, Marco Urena and Junior Diaz, to name a few have simply delighted all, irrespective of nationalities. Not to forget the contribution of the master tactician in the manager Jorge Pinto.
Costa Rica's achievement is necessarily a very good advertisement for international football scenario which shows that success is not the sole monopoly of a few selected countries only and that a new football power is slowly but steadily emerging from Central America.
It is hoped that Costa Rica will carry on the good work by reaching newer heights in future international tournaments as well. If the Costa Ricans continue to do justice to their immense talent and potential, they will definitely rule international soccer for many years to come. Costa Rica team is indeed in the safe hands of this bunch of brave hearts who are sure to create new histories in the game of football.

Putting a brake on wheels of development
Dear Editor,
In an age where communication and speed of it decides the success or failure of any endeavour, it seems our State is only going against this philosophy. The 36 hours bandh call made by the "apex" Student body, is not only regressive in nature but also an insult to the aspirations of Arunachali especially of the younger generation which has so many aspirations and dreams.
Frankly, the strike is not only illegal but also archaic in its approach. Gone are the days of strike, public disobedience blackmailing etc. People have become cynical, and rightly so, of strikes that only put brakes on the wheels of the economy but also gives opportunities to lazy babus/bureaucrats to have a lay off and students the unofficial holidays. Ironically the Student bodies are demanding explanation on economic/financial health of the State where else it is only their repeated strikes/bandhs that has put our economy in peril.
The alleged manhandling of the “leader” of the organisation is highly condemnable and justice should be delivered to the deserving individual. But that does not mean that the law should be taken into own hands and allow vengeance to prevail over wisdom and sensibility. If the State fails to deliver justice should the general public be made the scapegoat?
Strikes and bandhs only repulses investment from outside who see so much of opportunities in Arunachal but is reluctant due to law and order issues and culture of bandhs/strikes and white collar extortion.
The current trend only reminds of West Bengal under the Communist party that crippled the State for decades. Thus, it only denies the public of what it truly deserves.
The "Union/s" should have rather garnered people's empathy and support and above all confidence to square the Government on issues of real concern. By not doing so it is only witnessing unison of opposition voices and cynicism from the general public. This is also known to them but unfortunately egos of some individual is devouring rationality and taking people for a ride.
A more effective and democratic and public friendly approach is solicited.

Give them one time relaxation
Dear Editor,
I would like to put my opinion towards one of the recent Govt order/notification
where it has fixed the minimum education qualification of Graduation for considering
appointment to Group -
I appreciate good policy decision of the Government to put graduate / bachelor degree as minimum education qualification for appointment in the Govt department according to the changing society.
But there are many in-
There are many under qualified persons who are not graduates but have the ability to perform in higher posts efficiently.
Hence, considering their experiences, sincerity, hard work, seniority, merit, fitness,
in the long run the Group -
In the order, it is clear that those in-
Now the present Govt, all of a sudden imposes graduate as the minimum educational
qualification to those under graduate in-
Therefore, I would like to put my opinion that if the present Govt finds that under qualified person are unfit, inefficient with no output then it is responsibility of Govt to take some other welfare measures not affecting its own employees.
Lastly, I appeal our Chief Minister of Arunachal Pradesh to review the said order.

Discrimination based on religion
Dear Editor,
Being a citizen of Arunachal Pradesh it’s been very awful to see the admission procedure of Don Bosco College, Itanagar.
We are well aware that it’s a Christian college but why there is so much of discrimination of Christian themselves? It is a shameful act that college authority gives admission to students and provides hostel facility based on religious affiliations.
Being a Christian myself, I felt ashamed after visiting the college for my brother’s admission. First they wanted to know the religion of the student and later asked us to show the Catholic baptism certificate.
Preference is given to those students with catholic background. Now my question is what’s the difference between different Christian denominations? Don’t they worship the same God?
What is the need of partiality and discrimination of poor and innocent students in the name of religion? Admission should be given based on performance not on religious affiliation.
We know that our country is vast and diverse with many religions and cultures. We have seen honour killing, mob killing in the name of religion in other parts of the country. We are lucky that our part of the country is like heaven where there are no discriminations based on religion.
But after facing the favouritism based on religious affiliations in well recognized institute Don Bosco College Itanagar I feel like it’s going to spread in our place also. I don’t have any more words to say. I just want to share my sadness with all fellow Arunachalees.
